HOTMA- Housing Opportunity Through Modernization Act
A federal law called HOTMA changed HUD’s rules for counting income, assets, and deductions (section 102/104). The Jonesboro Housing Authority must follow these rules. The rules will apply at your first annual or interim beginning on and after January 1, 2027.
Who this covers: The Housing Opportunity Through Modernization Act (HOTMA) affects nearly all federal affordable housing and rental assistance programs, primarily modifying how tenant income, assets, and rent calculations are handled.
Core HUD Programs Affected
- Public Housing: Governs income reviews, over-income limits, and sets strict asset caps for applicants and residents. [1]
- Housing Choice Vouchers (HCV / Section 8): Changes annual and interim income reviews and asset limitations for voucher holders. [1, 2]
- Project-Based Voucher (PBV) and Project-Based Rental Assistance (PBRA): Standardizes asset limits and income calculations for project-based properties. [1, 2]
- Section 202 (Housing for the Elderly) and Section 811 (Housing for Persons with Disabilities): Adjusts income and asset compliance rules (Jonesboro Sunset Gardens is a Section 202 property for the Elderly).
