ELDERLY PERSON

A person who is at least 62 years of age.


ELDERLY FAMILY

A family whose head or spouse (sole member) is a person who is an elderly, disabled or handicapped person. It may include two or more elderly, disabled or handicapped persons living together, or one or more such persons living with one or more persons who is determined to be essential to their care or wellbeing.


NEAR-ELDERLY

A single person aged 50-61 living alone or intending to live alone and who does not qualify as an elderly family; the remaining member of a tenant-family, or a single pregnant woman with no other family members.


LIVE-IN-AIDE

A person who resides with an elderly, disabled or handicapped person or persons and who a) is determined by the PHA to be essential to the care and wellbeing of the person or persons; b) is not obligated for support of the person or persons; and c) would not be living in the unit except to provide necessary supportive services.


SINGLE PERSON

A person living alone or intending to live alone and who does not qualify as an elderly family or displaced person or as the remaining member of a tenant-family, or a single pregnant woman with no other family members.


LOCAL RESIDENT

Any applicant family whose head or spouse resides, has accepted employment or attends school in Craighead County.


NON-RESIDENT

Any applicant family whose head or spouse does not reside, work or attend school in Craighead County.


WORKING FAMILIES

A family whose head, spouse or sole member is employed and their employment income must be countable under HUD's definition of "annual income". In order to minimize the risk of discrimination, a working preference will also be given to applicant households whose head, spouse or sole member is:

  1. Age 62 or older; or

  2. Is receiving SS Disability;

  3. Receives SSI Disability; or

  4. Other payments due to inability to work.
